What Does a Property Registration Trustee Do in Dubai, and Why Can’t You Skip One

To know about Property Registration Trustee, we have to to first of all understand that almost every property sale in Dubai has a line item for a “trustee fee,” and almost every buyer pays it without fully knowing what the trustee actually did.

The role is more specific, and more useful, than the fee line suggests.

A Property Registration Trustee is not a broker, a lawyer, or a bank representative.

It is a private company licensed by the Dubai Land Department to process property registration on the government’s behalf, and for most resale transactions, going through one is not optional.

The role, defined

A Registration Trustee acts as an authorized extension of the DLD.

Rather than every buyer and seller queuing at a government office, the DLD licenses trustee companies to handle document verification, fee collection, and the actual registration entry, all under DLD oversight and using DLD systems.

In practice, this means the trustee checks your identification, verifies the seller’s ownership and NOC status with the developer, confirms funds have moved as agreed, and submits the registration into the DLD’s system during your appointment.

The title deed, or in the case of off-plan properties, the Oqood certificate, is generated as part of that same process.

Why the role exists

Before this trustee system, DLD offices handled a very high volume of walk-in registrations directly, which created long queues and slower processing during Dubai’s fast-growing property market.

Licensing private trustee companies to handle the frontline work let the DLD scale registration capacity without losing control over the process itself, since every trustee still operates under DLD rules and reports directly into DLD systems.

For buyers and sellers, the practical result is that Trustees typically offer extended hours and faster appointment availability compared to a standard government office, which matters when you are trying to close a transaction on a specific date.

How the fee is structured

The trustee fee is fixed by property value, not negotiated case by case.

For properties valued at AED 500,000 or above, the standard trustee fee is AED 4,000 plus 5% VAT, bringing the total to AED 4,200. For properties below that threshold, the fee is AED 2,000 plus VAT, totaling AED 2,100.

This fee sits on top of, not instead of, the DLD’s 4% transfer fee, which remains the largest single cost in any Dubai property transaction.

Market convention in Dubai places the transfer fee on the buyer in most deals, though this remains something both parties can agree between themselves.

VAT applies to the trustee fee specifically because the trustee is a private licensed service provider rather than a government department, even though it is processing a government registration.

This is a distinction that catches some first-time buyers off guard when they see VAT applied to what they assumed was a pure government charge.

When a trustee is mandatory

Standard resale of a completed property in Dubai’s freehold areas almost always goes through a Registration Trustee.

Certain other transaction types, including some inheritance transfers, corporate share sales involving property, and specific government-to-government transfers, follow separate DLD procedures that do not always route through a standard trustee appointment.

If your transaction is anything other than a straightforward resale, it is worth confirming with the DLD or a trustee centre directly whether a standard trustee appointment applies to your case, rather than assuming it does.
